FAILURE TO OBEY AN EXECUTIVE COURT ORDER

COMES NOW Maat Tyr, in representation of The People of San Andreas, to motion this court to consider and grant the following:
EMERGENCY INJUNCTION AND TEMPORARY RESTRAINING ORDER
RESPONDANT: Blaine County Sheriff's Office, its officers, agents, employees, and all persons acting in concert with them
PLAINTIFF: The Office of the Attorney General of the State of San Andreas, The People
I. BACKGROUND AND FINDINGS
The Attorney General's Office, having conducted a comprehensive investigation into the Raid Warrant practices of the Blaine County Sheriff's Office (BCSO), finds substantial evidence of a pattern and practice of constitutional violations that threaten the civil rights and safety of the citizens of the State of San Andreas.
II. LEGAL AUTHORITY
This action is brought pursuant to:
Executive Order issued 08/22/25
Constitutional authority under the Fourth, Fifth and Fourteenth Amendments
III. SPECIFIC VIOLATIONS AND INCIDENT REPORTS
The following raid warrant incident reports demonstrate the pattern of unconstitutional conduct:
INCIDENT REPORT NUMBERS TO BE CITED:
REPORT #1: 7935 - Violation of the 4th and dismissal of the Executive Order on file
REPORT #2: 7946 - Violation of the 4th and dismissal of the Executive Order on file
REPORT #3: 7814 - Lack of due process, inappropriate application of exigency extensions
REPORT #4: 7823 - Lack of due process, inappropriate application of exigency extensions
REPORT #5: 7871 - Violation of the 4th and 14th with lack of specific probable cause
REPORT #6: 7881 - Violation of the 5th, demonstrable of prosecutorial misconduct
IV. FINDINGS OF UNFIT PATTERNS AND PRACTICES
The investigation reveals the following systemic deficiencies:
Dismissal of the requirements of an Executive Order
Invalid Warrant Execution: Raids conducted without proper probable cause or judicial oversight
Procedural Violations: Failure to follow established protocols for warrant service
Civil Rights Violations: Targeting of specific communities or individuals without justification
V. TEMPORARY RESTRAINING ORDER
EFFECTIVE IMMEDIATELY, the Blaine County Sheriff's Office is hereby RESTRAINED AND ENJOINED from:
Conducting any raids, forced entries, or dynamic entries of residential, commercial, or other properties within San Andreas.
Executing search warrants in San Andreas without prior approval from the Attorney General's Office.
Engaging in any law enforcement activities that could be construed as retaliatory against complainants or witnesses or members of the public.
VI. PRELIMINARY INJUNCTION REQUIREMENTS
Pending final resolution of this matter in a full hearing, BCSO must:
Submit all proposed search warrant applications to the AG's office prior to execution and wait for approval
Undergo mandatory retraining on constitutional policing practices
VII. ENFORCEMENT AND COMPLIANCE
Violation of this order constitutes contempt and may result in:
Criminal penalties for responsible officers
Dissolvement of the branch of enforcement
Compliance monitoring will be conducted by:
Attorney General's Office
Independent government monitor (to be appointed)
VIII. DURATION AND MODIFICATION
This Temporary Restraining Order shall remain in effect until a full hearing on the preliminary injunction can be conducted.
Modification or dissolution of this order may only be granted upon:
Clear and convincing evidence of practice reform
Completion of any mandated training programs
Installation of adequate oversight mechanisms
Approval by the Attorney General's Office
IX. SERVICE AND NOTICE
ORDERED that this Temporary Restraining Order be served immediately upon:
BCSO High Command and Supervisors
All BCSO law enforcement personnel
Any and all persons working in concert with the BCSO
