After reviewing the evidence and the very well put together argument submitted by the state, I have come to a conclusion. Although Attorneys are paid by the state, they are NOT Government Employees. They are contractors that are part of the San Andreas Bar Association and get paid for their services they provide to the public on a literal case-by-case basis. A good argument could have been made when Attorneys were paid hourly by the state, but since they are paid per case, I cannot consider them an Official Government Employee.
Obviously, there are a whole host of issues with people attempting to act as attorneys while unlicensed, which is why members of the Department of Justice have been working hard on changes to our penal code, which will include new laws to target these sorts of situations.
