Probable Cause:
On 12 May 2025, Chief Evan Coster initiated a traffic stop on a vehicle for observing with a joint in their mouth. The subject(s) identified as James Starr and Zac McShaw denied it being marijuana. Chief Coster ordered the driver to step out of the vehicle. James Star then evaded the traffic stop and led the Officers on a pursuit, ending at the Rockford Plaza building where they scaled the ladder and opened fire with stolen police equipment critically wounding several officers.
