NOT GUILTY
The Officers ended the initial detainment for Endangering a Passenger. At that point they do not have RS for a new detainment and the second detainment is illegal. The stated reason for the second detainment was 'We didn't realize he was a felon until after the stop, we need to go Pennsylvania v Mimms him.'
You can not plot to do an illegal detainment that specifically gives an unlawful order, then charge someone for not following it. You could have ANY reasonable articulation of why you thought you needed to give an order to do lawful duties and the defendant can't disobey, but in no way can you plan to do an UNLAWFUL thing, and that unlawful thing is giving an unlawful order, then charge for it. That'd be ridiculous!
