Probable Cause:
Sergeant Arthur Sharpe along with multiple Deputies from the BCSO and Officers from the LSPD, working on intelligence provided by the San Andreas Park Rangers arrived on the scene of a meth cook on Procopio Beach to the East of Paleto Bay. On scene, Deputies witnessed 2x Journey 1 RVs with heavy black smoke pouring from inside. Suspects on-scene resisted detainment and proceeded to pull Class 2/3 Firearms (Shotgun and Assault Rifle) - said individuals then opened fire on Law Enforcement. Suspects were incapacitated in good order and treated on scene while Deputies performed investigative work on the general scene. Vehicles on-scene were documented and noted to be:
1x Blue Journey 1 RV - Owned, plate not visible.
1x Green Journey 1 RV - Boosted, plate visible.
1x Black Speedo Van - Locally Owned.
The combined LEO force discovered that of the two Journey 1 RVs involved, both were equipped with specialist equipment capable of producing and otherwise manufacturing meth amphetamine in moderate to large scale. Both devices were in operation at the time of LEO arrival and still operating, though rapidly cooling down from lack of direct attention, when the scene was secured. Deputies did what they could to salvage any potential remaining product from the RVs and collected 80grams collaboratively, or 40grams per RV from the now cooled down internal cookers.
While securing the scene, it was discovered that the blue in colour RV had a plate cover on top of it, however the green in colour RV does not. Jerry Atrick of the LSPD removed the plate cover and revealed the license plate of 377X1MER; this was verified along with the vehicle VIN (11965) to return to Lucille Hellman, a Grove Street resident with prior noted ties to the Diamond Dogs, such links were established on the 19th of May when Lucille Hellmans' fingerprints were found on casings recovered from an Officer Involved Shooting with two members of the Diamond Dogs (Gazz Maloo and Reed Dankleaf). Reed Dankleaf was one of the two Diamond Dogs members arrested on the scene on Procopio Beach along with one Rodney Rodgers, also a member of the Diamond Dogs. Eugene Zuckerberg, a tertiary noted member, appeared to be acting as a lookout and was chased from the scene by Law Enforcement. Reed Dankleaf plead guilty to the crime of production, Rodney Rodgers plead not guilty.
It is notable that the Journey 1 was not reported as stolen by suspect Lucille Hellman, additionally her prior association suggests clear conspiracy and compliance while working with fellow members of her gang the Diamond Dogs, Grove Street is the location that this violent street gang claims as their home.
Sergeant Arthur Sharpe therefore believes it is evident that Lucille Hellman is complicit with the production of Meth Amphetamine and, based on her lack of prior criminal history, is more than likely to be operating as the 'clean front' for the Diamond Dogs. Lucille Hellmans' noted property of 12 Grove Street is, by Sergeant Sharpe's reckoning, more than likely to be used as a storage facility for illicit substances. It is also notable that Journey 1 RVs are not sold with a meth cooker installed as standard.
