Probable Cause:
On June 5th, 2025 at an unknown time - PPU Officer Azul Ganabi called over radio stating "A blackout is coming" followed by a 13A alert on our dispatch at the Banner Hotel Parking lot near Vespucci Boulevard, Officers noted the Officer with a stab wound, missing Pigeon Vehicle Key and LSPD Vest.
On June 5th, 2025 at 12:40PM EST - PPU Officer Elliot Bowmen called over radio stating "A blackout is coming" followed by a 13A alert on our dispatch with the location going to Adams Apple Blvd and Alta Street just across from the Adams Apple Impound. Upon the arrival of officers, the PPU Officer had a stab wound and had a Pigeon Vehicle Key stolen.
On June 5th, 2025 at an unknown time - A BCSO Dispatcher called over to LSPD units stating a payphone number had called 911 mentioning threats to stab Pigeon Patrol Units.
On June 5th, 2025 at 4:11PM EST - A LSPD Dispatcher called to LSPD units a 911 call from a Payphone called about a Blackout coming soon and relating it to the Pigeon Patrol Units.
On June 6th, 2025 at 8:40AM EST - PPU Officer Rafael Cortez called over radio stating "A blackout is coming" followed by a 13A alert on our dispatch with the location going to the Banner Hotel Parking lot. Upon arrival of Officers, the PPU Officer had a stab wound.
Officer Khai Shaw believes that the individual doing this, has no plans to stop based on the cryptic & anonymous 911s and messages though forcing officers to call over radio for a "blackout coming" right before stabbing them. It is also believed that the individual who was proven through statements from Officers and getting a positive ID from TacMed on the suspect that the individual is storing LSPD Equipment in their hotel room and/or on their person.
Up until, the last PPU Officer being Stabbed on June 6th - There was no name, apart from all statements mentioning an individual with Dreads, Black/Purple Jacket stating a "blackout is coming". On the same day, a TacMed by the name of Freya Ragnfrid who is a TacMed Overwatch, in their statement (in IR #6305 Statement 4) they mentioned they were treating the PPU Officer prior to another patient arriving, when the patient was being treated by Ragnfrid, the patient identified themselves as Rhode Mann - As Ragnfrid went back to go to the Officer Mr. Mann said "Blackout is coming" when PPU Officer Rafael Cortez yelled "That's the guy that stabbed me". Mr. mann was asked to leave the hospital and complied.
With this, it is a positive ID on the suspect involved with the stabbing of these Officers.
