GUILTY ON ALL CHARGES
This is an incendiary flame throwing device. It is dangerous, contains explosives gases or liquids, the tank could rupture, and the entire point is to ignite and thrown flames a distance. Explosives seems appropriate here. Apparently the defendant MADE the damn thing, and said they brought it to 'help the rangers fight Wendigos.' They planned to use it as an offensive flaming weapon. Explosives seems like the appropriate charge here for such flame throwing and material construction...
