Probable Cause:
Bloom witnessed a shootout between Liability Crew and The Ballas. This took place on Grove St. Bloom followed one of the vehicles leaving the scene that was filled to the brim with liability crew. It parked illegally outside of Forum 11. The driver was in such a hurry they actually left the keys in the ignition. Bloom watched from afar as several blacked out members of liability crew scattered at the sign of police. Bloom then saw Juan Camilo Hernandez III (owner of the vehicle) walking on forum when he got shot by a man that looked like Johnny Bravo but Irish. The shooter got away but Bloom knew this man's involvement with the previous shooting so he was GSR tested and searched. He was positive and had an illegal gun.
While Hernandez III was getting medical Bloom began to be questioned Mr. Monroe who was standing on top of Forum 11. He was asking why Bloom was searching a car that didn't belong to him. When asked why he was standing on the house, forum 11, he said he lived there. Bloom said perfect and asked for him to consent to GSR testing. Mr. Monroe fled from Bloom through Forum 7 and ran past a molotov in the back yard. There was a car belonging to Que Jones at Forum 7 that belongs to Hector Lopez. Que Jones is in the cells as Captain Bloom write this for the gang related shooting that he fled from and was chased by police.
The Blaine County Sheriff's Office believes that witnessing a gang related shooting where the criminals immediately go to their house, illegally park the car provided by a gang member, go into and onto the house, then Mr. Jimmy Monroe saying he owns the house but then later backtracked on, named the owner of the house of Forum 11 saying that he doesn't know him but he has an active HUT warrant for (Beau O'Connor), as well as a molotov being discovered in the back yard of Forum 7 is more than probable cause to raid Hector Lopez's properties on Forum Drive.
