Probable Cause:
It is a reason to believe that Mr. Dubois is in possession of Government Equipment based around the facts and testimony given by Officer Khai Shaw & other Officers as well as physical and photographic evidence.
Mr. Michel Dubois approached Officer Khai Shaw at the Del Perro Beach behind Strokemasters in the Parking Lot and asked "Would you like to see something cool?" which Officer Khai Shaw said yes to - Mr. Dubois proceeded to pull out a Grenade and stated "do not call for backup, turn your radio off" so Officer Shaw complied, he was then ordered to put his weapons and ammo in the glove box or else Mr. Dubois would blow him up - Officer Shaw complied, Officer Shaw was then ordered to leave the keys in the vehicle and run away which is when Mr. Dubois got into the police vehicle and took off.
Officer Shaw was certain of who the individual was but was not able to put a name to the face, but knew him from having to deal with him in the past - Later on after being picked up, Officer Shaw heard someone over the radio stating a 911 came in about an individual giving away a Police vehicle by a man named "Dubois" - Which is when Officer Shaw confirmed that that was the individual.
The identification of Mr. Dubois is further backed up by his LifeInvader post about the stolen LSPD Buffalo which is provided in the evidence.
At EST 19:34 EST Officer Rabbit called Mr. Dubois and asked where the LSPD Buffalo was which Mr. Dubois stated "It's parked up somewhere and that he was not using it".
At 19:53 EST Mr. Dubois called 911 which Officer Khai Shaw answered, Officer Shaw had Mr. Dubois phone number saved due to him having a phone number attached to his profile on the MDT - Upon answering, Mr. Dubois asked "You missing a cop car by any chance?" - Due to the police vehicle already being found Officer Shaw stated "No" which Mr. Dubois responded by hanging up the phone.
