However, materials like metal, plastic, etc. are an essential part of the thriving economy of San Andreas, and also a key measure in reducing the chance of recidivism in reforming citizens such as Mr. Bastille. Given his commitment to turning over a new leaf, such materials would be used for repairs to vehicles, artistic endeavors, paying off his debts, home improvement projects, and much, much more.
Further punishing an individual for a crime they have not committed is contrary to the judicial process outside of Minority Report.
