DENIED - There is no statement of first hand knowledge to provide that shows anything to do with the Weapons trafficking. The Prosecutions characterization of their available evidence is accurate.

Surveillance & Encounter at LSIA:
Acting on this lead, Agent Lafayette proceeded to LSIA to investigate. Upon arrival, he located one of Pepstein’s limousines parked near a private hangar.
Shortly thereafter, a Luxor Birmingham jet (black livery) landed at the location. Jeff Pepstein was observed exiting the aircraft, accompanied by Ash Li. Both individuals entered the limousine.
Agent Lafayette approached and made contact. During the brief conversation, Ash Li whispered under her breath, clearly distressed, stating:
“Help... Help... Help…”
Before the Agent could intervene, Pepstein abruptly drove away with Ash Li still in the vehicle.
Attempted Bribery Incident - Approved:

Later, as Agent Lafayette was returning to his vehicle, Mr. Pepstein reapproached him, stating that he was willing to cooperate with the SIB. However, during the interaction, Pepstein handed the Agent a bag. Upon inspection, the bag was found to contain a large sum of U.S. currency, totaling several ten thousand dollars.
When confronted, Pepstein claimed it was “a mistake” and that he had not intended to give the bag to the Agent. He then boarded his jet and departed LSIA.

I was at the banner talking to the blocks and multiple other people. I was approached by a man with gray hair and a dark gray suit. He asked about if I was interested in seeing something interesting, I anwsered no. But was repeatedly asked to do it by the man, and was pressured to do it by the group of people around me. I entered into a blue SUV with the man, he headed towards the airport. While on the way I asked his name and he said it was jeff. When we got to the airport we went to a plane the man claimed he owned a plane and we would take a trip, I again said no. At that time gunshots rang out and I saw bullets fly towards us so i got on the plane to avoid being shot. Jeff then takes off and begins to head south, at that time I realize we are heading towards cayo. I begin to freak out as I dont know why we would go to cayo when jeff states he is the owner of cayo. However when he lands, gunfire from the local population starts to rain on the plane.

He pulls out an assault rifle and begins shooting at the locals. He then tells me to get out of the plane. I follow him into the forest, where he hands me a rifle. There’s no ammunition in it. He tells me to pose with the gun so he can take a picture. I do as I’m told, and he snaps the photo.He then leads me back around, where there are now three new people: two kids working on the plane whom he claims he rescued from Boeing as engineers
and a woman who grabs and kisses me.I am then told that the only way he can make money for the kids is by trafficking guns. He tells me that I must help him with this and that I must set up a buyer. I say no repeatedly, but he eventually tells me that he will shoot me and send a picture of me to the police of me holding the rifle if I do not comply. So I comply with his demand, and we are back in the air.

ASH LI's Statements - APPROVED
Statement (Part 1):
Ash Li was Mirandized by Agent Lafayette prior to giving her statement voluntarily.
Ms. Li stated that she first met Jeff Pepstein on July 16th, 2025, during a court case proceeding. Upon that initial meeting, Mr. Pepstein offered her a trip to "Pepstein Island" and promised a payment of $60,000 in exchange for her participation. She accepted.
Upon arrival to the island (Cayo Perico), Ms. Li stated she was greeted by "short people", and was handed a cache of automatic rifles and explosives, including a rocket-propelled grenade (RPG). She admits to testing the RPG by firing one round.
Ms. Li mentioned she was possibly under duress, but cannot confirm to what extent. After some time, she asked to leave, and the individuals complied, escorting her back to LSIA, along with the weapons she was given.
Following their return, she was transported in a limousine to The Banner. Upon arrival, Mr. Pepstein entered the building, while Ash remained in the limo.
Later that day, Jeff took her to Forum Drive, where he instructed her to sell the weapons to a gang known as CHSF. Ash complied, selling assault rifles for $500 each and pipe bombs at similarly low prices.
Ash confirmed that after the sale, she no longer felt in danger, and resumed her duties at the courthouse, where she was involved in the case of State v. Evans, also held on July 16th. She noted that she never received the $60,000 she was promised by Mr. Pepstein.

Statement (Part 2):
Ash Li was again Mirandized by Agent Lafayette before giving her second statement voluntarily.
On July 19th, 2025, Mr. Pepstein approached Ms. Li at the courthouse and again transported her to Pepstein Island. During this trip, Jeff claimed that he was now working as a lawyer.
Upon arriving on the island, Ash stated she was once again greeted by “a bunch of small people”, whom she interacted with more closely this time. She notes that these individuals could possibly be children.
She also confirmed that Albert Sanches, also a lawyer, was transported to the island alongside her. Once there, Jeff once again offered weapons to both of them. Ash refused, stating she could not take weapons again. Her refusal was accepted without pressure.
However, Albert Sanches may have accepted weapons, as he was also approached in a similar manner.
Ash later returned in the limousine with Jeff and was dropped off at The Banner. The two then parted ways.

Oliver Knight:
So uh we talked for a bit. He uh pretty much forced me to hire him at my lawfirm, and give him a signing bonus of $25,000 I transfered it to him. He essentailly wants to work some of my cases. After transfering the money he took me to the south side to meet the blocks you know on convenant or whatever that street is called.
All of them were there, and Pepstein said if you guys want any weapons call "Oliver" uhm or "Albert" who also happened to be there. Albert Sanchez another Lawyer.
Agent Bryant asked him if he is just targeting Lawyers for this operation?
Well yeah hes taking this as far as taking Ash Li, myself, and Astrid a Paralegal. He took Albert well I think he took Albert because when we went to the airport earlier they were just getting back. Pepstein, Ash, and Albert. Actually Ash has gone twice I guess. Then thats it as far as I know, but probably more.
Agent Bryant asked him where was he taken?
Uh yeah to Cayo
Agent Bryant asked if he was with any Child Soldiers, or anybody else.
Yep, yea. A couple people, and a woman as well.
Agent Bryant asks what this unknown woman looks like?
Uhhh slender build, uhh dark hair cut, uhhh bobcut, uhm she work like an office outfit. Like a dark office outfit. Uhm she looked like was in her 30's. Caucasian, uhm she wore some lip stick. She didnt really talk to much. She did force me to make out with her though. She grabbed my I as wearing a suit at the time. So she grabbed my lappelle, and fucking pulled me in I had to push her off me.
Agent Bryant asked him more about the situation with the blocks
So uh when they want weapons orders from him they're supposed to contact me, and I'm supposed to give that to him, and uh I'm supposed to give that to him. Well probably they will give me orders then he will probably have me go to the island. Then he will probably bring me back, and make me give it to them.

Uh well he wasnt but I saw the kids making them. The kids were I saw a uh weapons bench.
Agent Bryant asked is he really utilizing child soldiers to make him guns?
Yea yea, the kids were making the weapons. They're uh Boeing engineers that he saved from Bejing, and uh apparently theyre good with that stuff.
Agent Bryant asked him what Blocks were present at the meeting.
Muffy, Relik, and uh just any of them. Also the Chaddingtons were there. The Chaddingtons were the uh first ones.
Agent Bryant asks him again to list off all the members of the Block gang.
Uh I mean you got Relik, Muffy, Ren, fucking Euro. Those are the ones I know off top of my head. Theres more. There was like 10 other people down there. Christ thats all I can think of off the top of my head.
Oliver knight stated he brought the governor up while he was in the car with Pepstein, and apparently he has not met him yet. It does not go all the way up to top yet.
Agent Bryant asks him what car was Pepstein driving.
It was a uhh a blue four door SUV. Um I dont know the exactr make or model of it.
Agent Bryant then asked him about the make and model of the Jet Pepstein was using.
Yes it was a black private jet. I actually have the LP# of it. The LP# was 4Y6I8RT4.

Agent Bryant then asked what type of weapons was Pepstein having produced on the island.
They were high grade assault rifles, or well not high grade but assault rifles. I mean assault rifles like military shit. Also he had pipe bombs uhm I didn't transfer any but I saw uh rocket launchers there. Shit is about to crazy around here.

On the night of July 19th, 2025, I was speaking with my friend Zoey Brooks about past events involving my termination from the BCSO and the situation regarding Leah Evans. This conversation was completely unrelated to the events that followed.
At the time, I was dressed in undercover clothing due to credible threats against the Department of Justice, and because I am frequently seen serving as a court clerk and bailiff, I was taking precautions for my safety.
While at the courthouse, Jeff Pepstein approached and joined our conversation. I mentioned that I had been trying to be someone I wasn’t — just blending in. Upon hearing of my position as a court clerk and bailiff, Pepstein told me, “Why don’t you come with me.”
He entered a stretch limousine, matte dark green with black secondary coloring, and I got in with him. He said he was interested in buying property and drove us to LSIA. From there, we boarded a black luxury jet.
Cayo Perico – Arrival and Armed Conflict:
Upon landing on Cayo Perico, we were immediately fired upon by local individuals wielding Class 3 weapons. Among the attackers were malnourished, drug-affected individuals described as “adult-sized children” armed with miniguns, AK-47s, and pipe bombs.
I was handed weapons to defend myself. I was a bit slow to respond due to the gear I normally carry with me, but I eventually returned fire. Afterward, some of the individuals started saying I had “saved them” and began singing strange things about me. It was clear these people were under some form of influence, likely meth and marijuana, and had not eaten in a long time.
Pepstein stated he had “saved them from the CCP” (Chinese Communist Party) and referenced Jackie Chan, after which the group scattered in fear. At one point, while he was showing one of his “creations” a room, I heard a loud explosion. One of the smaller adults was forcing the others to do jumping jacks, telling them to “get slim for Pepstein.” I believe that individual may now be deceased.
Request to Smuggle Weapons & Threats Made:
Pepstein then asked me to bring his “creations” back to Los Santos to “fund his island.” I was surrounded by heavily armed and mentally unstable individuals. I was sweating and nervous, fully aware that I was in a highly dangerous situation. I chose to stay and gather more information, as I believed it could lead to something much bigger.
At that point, weapons were being distributed, including:
Bombs
A railgun-style energy weapon (referred to as a “lazer gun”)
A flamethrower
Multiple AK-47s
It was The Animalz gang receiving these weapons. Pepstein claimed that Kye Evans and Ash Li were going to be killed for allegedly “snitching” to another undercover operative: Albert Sanchez. This incident resulted in both Albert and myself being compromised.
Pepstein called me “his associate,” though I wish to clarify there is no signed contract or agreement affirming that status.
Gun Sale & Explosive Demonstration:
Despite repeatedly trying to text Marie, I received no response.
Later, during a weapons transaction, I identified Albert Sanchez due to his distinctive headwear. He blew my cover by mentioning my name directly in front of the group — Pepstein included. The weapons were stored in the trunk of a vehicle.
Pepstein then pulled out a large rifle and fired a shot, resulting in a massive explosion in the distance — likely a railgun. At that point, I fully understood that if I made one wrong move, I would likely be killed on the spot.
The Animalz agreed to pay $175,000 for the weapons. By mistake, the money was handed to me, and I briefly saw the final transaction amount was $178,000.
Pepstein then left the scene to speak with a cell rep (identity unknown).
