This is a subpoena where I, Deputy Jen Saito with the approval of A.G Uriel Whitlock am requesting the production of phone records for the following individual:

In summary, Mr Porkins used his phone to communicate information and instructions directly related to the commission of a crime. Following the arrest, Applewood sent a message to Deputy Byron that Mr. Porkins physically assaulted him while in custody and then made statements about “moving stuff,” which appears to be a reference to his activities, which also plays into his ability to hide the narcotics during his criminal activity on Vespucci beach. Mr. Porkins referenced being "in for a hut" which implied that another civilian had access to Mr. Porkins drugs and the ability to hold and move it at will.
Given his ongoing communications with outside parties involved in illegal activities, his pattern of evidence tampering, it is important to access his phone data for a full picture of his criminal operations. There is probable cause to believe that Mr. Porkins' phone and text messages from the past 48 hours will contain critical information necessary to further the investigation. Accessing this information will be essential for understanding the scope of his criminal activities, identifying potential co-conspirators that are helping him hide evidence and his criminal activities. Therefore, a subpoena for Mr. Porkins' phone records and text messages are both necessary and justified.
PROBABLE CAUSE:

On May 25th 2025, Deputy Saito, Deputy Byron were stationed at Vespucci Beach when we watched Billy Porkins sell drugs to a local citizen. As we waited, we received a local dispatch 911 call to his location and we moved in. While we moved in, it was noticed by Deputy Saito that Mr. Porkins slipped something into a backpack on the beach. During his initial search of his person, there were no drugs found but upon further investigation into the backpack, it was found that he had put in 3x Cosmic Stardust inside as well as 2,919x Dollars on his person. He pleaded guilty to Evidence Tampering and Sale of a Controlled Dangerous Substance.
Following questioning, Mr. Porkins admitted guilt to charges related to tampering with evidence and the distribution of a controlled substance.

On May 26th, Deputy Saito and Deputy Byron responded to a 911 call from a man claiming he had seen someone in jeans overall stand around vespucci beach and hand off drugs to locals. Deputy Saito then received a text from a C.I who sent multiple photos of him selling drugs. We then received a call from the locals to his exact position of the sale. Deputy Byron was on scene and a civilian handed him more pictures from a different angle of the same suspect, Billy porkins, doing hand-offs off to local residents. He can be seen in the photos listed below. During the search for Mr Porkins, he had no drugs on him. An investigation of the area was done but nothing was able to be seen easily as it was a wide area of his selling on Vespucci beach.

Deputy Byron’s Confidential informant Mark Applewood gave Byron information that Mr Porkins reached out to him on Friday May 23rd at 2:13pm stating he was “selling bricks if you know anyone interested. 45k a brick and can be bagged up and sold to locals. You’ll make 90-120k from it”
Mr Applewood and Deputy Byron & Saito met up on May 26th when Mr Porkins called Mr Applewood where he arranged to have it on speakerphone so Deputies could witness it and record it down in order to set up a sting.

M.A: Hey Billy, so I was wondering, I want to start pushing a little. Can I possibly buy a brick?
B. P: Hello, yeah sure you can buy a brick!
M.A: That would be amazing. How much is it going to be?
B.P: Uh, a brick is 40k. Sorry I am whispering in my apartment, yeah.
M.A: Oh yeah, of course, can I have a little time to collect from my co-workers, they owe me like a little bit.
B. P: Yeah sure, what is it you are trying to do, push joints out or?
M.A: Yeah, I am trying to start pushing a little bit, not just joints, like I have people who want to buy bags and stuff like that.
B.P: Yeah so with the bags, if you are going to start to pushing the bags, you have to sell them to locals and you need to go down to the sewers to claim a turf if you haven’t already. Which if you are free, I can take you down there so you can pick a turf.
M.A: Yeah, uhm let me get my money together and we can uhh set that all up.
B.P: Yeah just because you need a weed table and shit and obviously if you tell me what you want to do with it, I would bag it up for you and pass it to you.
M.A: Yeah, okay, ill give you a call back in a little bit if thats okay.
B.A: Ill tell you what, ill do and I have a bunch of them (bricks), ill give you one for 30.
M.A: Give me what for 30?
B.A: A brick for 30 just cause you've been buying from me quite a bit and I have a few bricks so fuck it, ill give you one for 30.
M.A: That would be amazing, I appreciate you. Ill give you a call back in 10 minutes.
B.A: Okay, no worries.
Almost an hour later, there was a setup purchase from Mr. Porkins who sold Applewood a brick. Deputies were able to arrest them on scene. In Mr Porkins vehicle Plate: OKQV29RA VIN: 9208

During an approved raid from Mr Porkins of his home and his vehicles. We seized “1x Cheval Key, 4x Hotel Cards, 1x Large Cannon, 1x Watering Can, 6x Plant Pot, 7x Medical Kits and 508,555$ in Cash”
No drugs had been found on him, his home or his vehicles.
During the stay in Bolingbroke, Confidential Informant Mr Applewood texted Deputy Byron “ After I was sent up last night (between 2:15 and 2:45am ish) Billy started beating me.. While beating me he received a phone call. On the phone he mentioned he is in for a hut because I snitched, then said we “need to move stuff”. He ran off so I didn’t hear more of the conversation”
Probable Cause for Subpoena Request:
Based on the investigation into Billy Porkins involvement in the distribution of controlled substances several times in a short period of time and the associated criminal activity, there is substantial evidence that supports the need for a subpoena to access his phone and text messages for the past 48 hours.
Starting with communication with the confidential informant he is actively engaged in drug trafficking.
Sale of narcotics, referred to as “bricks”
Pricing information for the bricks
Instructions on how to package the drugs (bags)
Techniques for selling to local buyers and locations to setup territory
The willingness to show him
In text, letting him know approximately how much he will make from the sales.
